Salam,
When I tried to install the 19.3 version it stopped at network configuration and didn’t continue. I was able to install by restarting, removing the Ethernet cable and skipping network configurations.
hope you could check this issue.

I’ve waited for almost 15 minutes but it didn’t move forward. I unplugged the network cable, restarted and continued new installation without a network connection.

Yes, After removing the cable and rebooting.
