I have questions about the new Pardus…

_What is the difference between the old and new Pardus team (same people and number) ?
_The new team produces Pardus for which Turkish government branches ?
_Does the general public have access to these government versions or will it only have its basic benefits ?

There is no relation between branches and the Pardus itself. Pardus is a GNU/Linux distribution just supported by TUBİTAK.

There is no such thing “government versions”. Currently all Pardus images are public.
